Per Staff Report Approval of Permit 02-08-08-1 COA # 5. The intersection of Front St and Torval Canyon Rd has been identified by the Citys transportation consultant as currently operating at Level of Service (LOS) F. The Citys minimum acceptable standard for transportation facilities within the City limits is LOS E. No additional trips may be added to this intersection without improvements. Establishment of a left-turn pocket from Torval Canyon Rd onto Front St, possibly with signage to restrict peak hour turning movements, will be required. Therefore, building permits shall not be issued for the proposed development until the improvement has been made. If the applicant chooses to construct this improvement in order to proceed with the development, the applicant may obtain proportional reimbursement from subsequent developments through a Latecomer Agreement. If the improvement has been initiated or completed by another party before building permit applications are approved for this project, the applicant may be required to pay a proportional reimbursement share through a Latecomer Agreement.
