Master Plan Amendment
Edward Rose Master Plan Removal - The intent of the Rose Master Plan was to provide a framework through which all facets of the project could be developed with cohesive architectural and infrastructure components. The project proponent, Edward Rose & Sons (Edward Rose), has been working diligently over the past several years on detailed environmental, traffic, planning and market analysis related to its Master Plan development. This analysis resulted in some proposed revisions to the Master Plan to reduce environmental impacts, improve traffic operations, and result in a more successful master planned community.

Adopting Ordinance and Instrument to extinguish Developer Agreement for City Council review and action on November 20, 2019.
The applicant is renaming the project from Edward Rose Master Plan to Oslo Bay Apartments for this Pre-Application Conference. The development will include 13 apartment buildings, a community center, and associated infrastructure including public road system. Approximate number of units is 467.
Edward Rose Master Plan Overlay Removal is requested with this application for the four parcels that currently have the overlay identified on the Zoning Map.
Under the Edward Rose Master Plan the applicant is submitting information for Site Plan Review for the entire site. This is the second Pre-Application for this proposal. Development includes 540 multi family units, club house,senior care facility, neighborhood retail, and connections to Viking Avenue, SR 305, and Bond Road.
